This bill establishes a new section in Oklahoma law that outlines specific rights for students enrolled in public school districts or public charter schools. These rights include the right to a safe learning environment free from bullying, the right to an unbiased education that does not promote certain political ideologies, the right to self-defense, and the right to express religious beliefs and engage in peaceful assembly. Additionally, it mandates that students have the right to be free from vulgar language, to have legal representation during questioning, and to not face penalties for lawful conduct outside of school.

The bill also provides a mechanism for enforcement of these rights, allowing students or their guardians to submit a written demand for enforcement, which schools must respond to within seven business days. If a violation occurs, legal action can be taken, and the prevailing party may be awarded attorney fees. However, actions regarding bullying or threatening behavior cannot be initiated unless the school has been notified and has failed to address the issue, and must occur after a second incident within a year. The act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage.
