House Bill No. 1484, also known as "Rain's Law," aims to enhance fentanyl abuse prevention and drug poisoning awareness in Oklahoma schools. The bill mandates that school districts provide annual, research-based instruction on these topics for students in grades six through twelve. The curriculum must cover suicide prevention, fentanyl abuse and addiction prevention, awareness of local resources, and health education related to substance use. The State Department of Education is tasked with adopting curriculum standards for this instruction and providing resources to assist schools in implementing the program.
Additionally, the bill establishes Fentanyl Poisoning Awareness Week, which will coincide with National Red Ribbon Week, to further educate students about the dangers of fentanyl and the risks of overdose. During this designated week, schools are encouraged to include age-appropriate instruction on fentanyl prevention. The act is set to take effect on July 1, 2025, and includes provisions for noncodification and codification, as well as an emergency declaration for immediate implementation upon passage.
