This bill amends existing Oklahoma law regarding teacher pay computations by introducing a definition for "military service" and clarifying which branches of military service are eligible for credit in determining teacher salaries. Specifically, it allows time spent in military service during a national emergency to be counted towards annual increments for teacher salaries, with a maximum of five years applicable. The branches included in the definition of military service are the United States Air Force, Army, Coast Guard, Marine Corps, Navy, Space Force, and their reserve components, as well as the federal and state counterparts of the Air National Guard and Army National Guard.
Additionally, the bill outlines a minimum salary schedule for certified personnel in Oklahoma public schools, effective from the 2023-2024 school year, detailing specific salary amounts based on years of experience and educational qualifications. It mandates that if a school district intends to provide retirement benefits that would result in a teacher's salary falling below the minimum salary schedule, written notification must be given to the teacher. The bill also includes provisions for salary increases for various categories of teachers, including those employed in technology centers, correctional facilities, and the Department of Rehabilitation Services, ensuring that they receive increases in line with the established minimum salary schedule. The act is set to take effect on July 1, 2025, and declares an emergency for its immediate implementation.
