The bill establishes a new requirement for campaign or election materials sent via mail to voters in Oklahoma, mandating that such materials include a disclaimer indicating they are not official government documents. The disclaimer must be printed in a minimum font size of fourteen (14) and must read: "This piece of mail is not an official government document from the State of Oklahoma or any subdivision of this state." The definition of campaign or election material is clarified to include mail that encourages voters to apply for absentee ballots or reminds them of election dates.

Additionally, the bill imposes a fine of one hundred dollars for each unique mailer campaign that fails to include the required disclaimer, with the fine increasing to three hundred dollars for a third offense. The Oklahoma Ethics Commission is designated as the enforcement body for this section and is granted rule-making authority to implement its provisions. The act is set to take effect on November 1, 2025.
