This bill amends Section 1-107 of the Oklahoma Alcoholic Beverage Control Act, which outlines the powers and duties of the Oklahoma Alcoholic Beverage Laws Enforcement (ABLE) Commission. A significant addition is the requirement for the ABLE Commission to prepare an annual report by December 31 each year. This report must detail the number of licenses revoked or suspended, the reasons for these actions, the number of tickets issued, and the total penalties assessed. The report is to be delivered to the Governor, the Speaker of the Oklahoma House of Representatives, and the President Pro Tempore of the Oklahoma State Senate, and it must also be made publicly available on the ABLE website.

Additionally, the bill includes various amendments to the existing powers of the ABLE Commission, such as the ability to inspect premises where alcoholic beverages are handled and to prescribe the types of records that licensees must maintain. The amendments also clarify the Commission's authority to gather statistical data and educate licensee employees about the laws governing the sale and service of alcoholic beverages. The bill is set to take effect on November 1, 2025.
