The bill establishes the Canine Cooperative Grant Program and the Canine Cooperative Grant Program Revolving Fund, aimed at providing financial assistance to state, county, and municipal law enforcement agencies and fire departments for the acquisition, training, and medical expenses of law enforcement and search, rescue, and recovery canines. The Department of Environmental Quality is tasked with promulgating rules for the program, which will be funded through legislative appropriations, private donations, and federal grants. The fund will be a continuing fund, not subject to fiscal year limitations, and the Department may retain five percent of the proceeds annually for program administration.

Grants will be capped at $10,000 per county sheriff, municipal police department, and fire department for canine purchases or training, with additional provisions for reimbursement of medical expenses for canines injured in the line of duty. The bill is set to take effect on November 1, 2025.
