The bill, known as "Kenny's Law," aims to enhance the protection of livestock and agricultural property by establishing regulations regarding the use of gates on properties designated as easements. It mandates that individuals entering these areas must maintain the position of the gate upon use. The bill prescribes penalties for violations, which include fines and potential jail time, escalating for repeat offenses. Specifically, first and second offenses can result in fines up to $1,000 and imprisonment for up to 180 days, while third and subsequent offenses can incur fines up to $2,500 and imprisonment for up to one year. Additionally, violators will be liable for any damages caused.

The Oklahoma Department of Agriculture, Food, and Forestry is authorized to create rules necessary for the implementation of this law. The bill emphasizes the intent to protect farmers, livestock owners, and landowners from malicious acts and negligence that could compromise livestock containment. The act is set to take effect on November 1, 2025.
