The bill amends Section 2-142 of the Oklahoma Alcoholic Beverage Control Act to enhance the application process for alcoholic beverage licenses. It mandates that the Oklahoma Alcoholic Beverage Law Enforcement Commission (ABLE) must notify applicants in writing of any deficiencies in their applications within ten days of receipt, detailing the necessary actions to rectify these deficiencies. Applicants will then have a reasonable period to provide the required information. Additionally, ABLE is required to approve or deny the application within twenty days of the final submission, and if ABLE fails to comply with these timelines, it will result in a presumptive issuance of the license, subject to review by the ABLE Commission.

The bill also includes provisions for the manner in which denials are communicated to applicants, requiring that the reasons for denial be stated with specificity in writing. Other amendments include the adjustment of section designations and the stipulation that the requirements for public event license applicants differ slightly, exempting them from certain certificate requirements due to the temporary nature of their events. The effective date for this act is set for November 1, 2025.
