Only projects included in these plans will be eligible for financial assistance. The bill also updates statutory language and modifies qualifications for financial assistance, requiring the Department to coordinate with municipalities and accept various funding sources to support the AeroSPACE Program, which focuses on aerospace education and workforce development.

Additionally, the bill introduces a new airport inspection program for public-use airports, to be conducted every three years, and mandates that the Department report all aeronautics accidents to the appropriate federal agency. It allows the Department to organize an aerospace education program in collaboration with educational institutions and engage in cooperative aviation research. The Department is also authorized to produce aviation communication films and publications as part of its educational initiatives. The bill is set to take effect on November 1, 2025.
