This bill amends 70 O.S. 2021, Section 1210.508, to expand the statewide system of student assessments to include private school and homeschool students starting in the 2025-2026 school year. It mandates that these students, if they are enrolled in accredited private schools or are being educated through other means as defined by law, must complete the assessments required for public school students. The assessments must be administered at state-certified testing facilities during designated assessment windows. Additionally, if a student does not complete the assessments, the taxpayer who claimed a tax credit under the Oklahoma Parental Choice Tax Credit Act will be required to repay that tax credit to the Oklahoma Tax Commission within 60 days after the assessment window closes.
The bill also includes various provisions related to the administration and reporting of assessments, ensuring that results are disaggregated by various demographic factors and that they are reported in a timely manner to school districts. The State Board of Education is tasked with developing and validating the assessment system, as well as ensuring that accommodations are made for students with disabilities. The act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage and approval.
