The bill amends the Roofing Contractor Registration Act to enhance consumer protection by prohibiting roofing contractors from advertising or promising to pay any part of an insurance deductible as an inducement for their services. It establishes that if a contractor violates this provision, the insurer is not obligated to consider their estimate. Additionally, contractors are required to provide written notification of these requirements with their initial estimates, and insurers must do the same in relation to claims.

Furthermore, the bill introduces a formal complaint process, allowing any individual to file a verified complaint with the registrar regarding violations of the new provisions. Complaints will be publicly accessible and must detail the alleged violation. The registrar is tasked with forwarding these complaints to the Insurance Department and the Office of the Attorney General for investigation, as well as referring them to the district attorney for further action. The bill clarifies that the registrar does not have the authority to investigate or prosecute violations. The act is set to take effect on November 1, 2025.
