This bill amends Section 962 of Title 47 of the Oklahoma Statutes, which pertains to the foreclosure of liens related to wreckers and towing services. The amendment allows individuals legally entitled to compensation for the removal, storage, or remediation at the scene of an accident of any vehicle subject to registration to have a possessory lien on the vehicle, provided that the removal has been authorized by a public agency. The lien is established upon taking possession of the vehicle, and those perfecting a lien must follow the foreclosure procedures outlined in Sections 908 through 911 of the title.

Additionally, the bill clarifies that the owner of a vehicle towed or stored is responsible for the total amount owed for services rendered. It also authorizes wrecker or towing services to collect fees from the vehicle's owner, lienholder, agent, or insurer who accepts liability for the vehicle. The effective date for this act is set for November 1, 2025.
