This bill establishes new provisions for licensed psychologists in Oklahoma to prescribe psychotropic medications under specific conditions. It introduces two types of certificates: a "conditional prescription certificate," which allows psychologists to prescribe under the supervision of a licensed physician, and a "prescription certificate," which permits independent prescribing. The bill outlines the application process for these certificates, including criteria such as educational qualifications, completion of a postdoctoral degree in psychopharmacology, and passing a national certification examination. Additionally, it mandates that psychologists maintain malpractice insurance and notify the State Board of Examiners of Psychologists about their supervising physician.

The bill also provides immunity for supervising physicians from liability for the actions of psychologists under their supervision, except in cases where the supervising physician directed or controlled those actions. The conditional prescription certificate is valid for two years, after which the holder may reapply. The act is set to take effect on November 1, 2025.
