The bill establishes the "Human Trafficking Awareness and Education Program" within the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control. It authorizes the Director of the Bureau to hire an Administrator responsible for the program's administration and operation. The program aims to provide guidelines and a comprehensive curriculum for human trafficking education in local schools, establish model policies for addressing human trafficking issues, and encourage schools to employ trained counselors. Additionally, it mandates that teachers receive training on human trafficking within their first year of employment.

The bill also stipulates that school district boards of education will have the final say on the materials and methods used for instruction, as well as the timing of when students receive this education. Schools are required to present the curriculum to parents and guardians at least one month prior to instruction, and parents can opt their children out of the program through a written request. The act is set to take effect on November 1, 2025.
