Additionally, the bill clarifies that while the DHS must respect the religious or moral beliefs of adoptive or foster parents, it is still permitted to consider the beliefs of the child or their family of origin when determining the best placement for the child. The bill emphasizes that it does not relieve the DHS of its obligation to ensure that placements are made in the best interests of the child, as required by existing law. The act is set to take effect on November 1, 2025.
