The bill amends the existing law regarding the Impaired Driving Prevention Advisory Committee by updating its membership and statutory language. Notably, it replaces the term "Chair" with "chair" and changes the title "Director of the Department" to "Commissioner" of Mental Health and Substance Abuse Services. Additionally, it adds several new members to the Committee, including the State Commissioner of Health, the Executive Directors of various state agencies such as the Department of Transportation, the Oklahoma Medical Marijuana Authority, and the Alcoholic Beverage Laws Enforcement Commission, among others.

The bill also outlines the Committee's responsibilities, which include collecting and analyzing crash data related to impaired driving, reviewing the state's impaired driving system, and developing a strategic plan to reduce impaired driving incidents. The Committee is required to meet at least once a year and submit its annual strategic plan to key state officials by December each year. The act is set to take effect on November 1, 2025.
