This bill amends 70 O.S. 2021, Section 1210.545, which pertains to the annual reports on school assessments conducted by the State Board of Education. The bill requires the State Department of Education to amend the state plan under the Every Student Succeeds Act (ESSA) to replace the measure of chronic absenteeism with a survey of school climate. The proposed amendment must be submitted to the United States Department of Education by January 1, 2026, and, if approved, will take effect in the 2026-2027 school year. The survey will gather feedback from students, teachers, school staff, and parents.

Additionally, the bill outlines the grading system for schools based on various performance indicators, including statewide assessments, graduation rates, and academic measures. It specifies that not less than seventy percent of the overall grade must be derived from key indicators such as student performance in English language arts, math, and science, while allowing for a maximum of thirty percent from additional measures of school quality or student success. The bill also mandates the development of a school site report card to be distributed to parents, detailing school performance and improvement indicators. An emergency clause is included, allowing the act to take effect immediately upon passage and approval.
