This bill amends Section 11-103.6 of Title 70 of the Oklahoma Statutes, updating high school graduation curriculum requirements to enhance educational standards. It introduces new course requirements for English units, emphasizing critical thinking, literacy, and a comprehensive education that includes social studies, literature, health, and physical education. The legislation mandates that English Language Arts standards give equal weight to classic and nonfiction literature and requires mastery of Euclidean geometry in mathematics. Starting with the 2024-2025 school year, students must complete a minimum of 23 curriculum units, including specific subjects, while allowing flexibility in course selection aligned with their Individual Career and Academic Plan (ICAP). A new personal financial literacy requirement is also introduced.
Furthermore, the bill mandates collaboration among the State Board of Education, the State Board of Career and Technology Education, and the Oklahoma State Regents for Higher Education to develop a joint plan ensuring rigorous educational content and teaching methodologies, to be submitted by January 1, 2025. It outlines graduation requirements that include rigorous academic and vocational courses, provisions for students with individualized education programs (IEPs), and those in the International Baccalaureate Diploma Program. Students denied a diploma can re-enroll to meet graduation requirements, with exemptions from certain mandates. The bill is set to take effect on July 1, 2025, with an emergency clause for immediate implementation upon passage.
