This bill allows school districts and public charter schools in Oklahoma to employ or accept volunteers as chaplains to provide support and services to students and staff. It exempts these chaplains from certification requirements, defining a chaplain as an ordained or authorized religious leader. Additionally, the bill mandates that schools request a national criminal history record check from the Oklahoma State Bureau of Investigation (OSBI) for any chaplain before they begin working or volunteering. It also prohibits schools from employing or accepting chaplains who have been convicted of offenses requiring registration as a sex offender.
Furthermore, the bill stipulates that no student or school employee can be compelled to seek support or services from a chaplain. The act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage and approval.
