This bill allows school districts and public charter schools in Oklahoma to employ or accept volunteers as chaplains to provide support and services to students and staff. Chaplains are defined as ordained or authorized religious leaders and are exempt from certification requirements by the State Board of Education. The bill mandates that any school employing chaplains must request a national criminal history record check from the Oklahoma State Bureau of Investigation (OSBI) before the chaplain begins work. Additionally, schools are prohibited from hiring chaplains who have been convicted of or are defendants in cases requiring registration as sex offenders.
Furthermore, the bill stipulates that no student or school employee can be compelled to seek support or services from a chaplain. The act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage and approval.
