This bill amends the voter registration process in Oklahoma by introducing new procedures for applicants interacting with Service Oklahoma. It allows individuals applying for a driver’s license or state identification card to be automatically registered to vote, as well as granting minors over the age of sixteen the opportunity to pre-register. Upon turning eighteen, these pre-registered individuals will be automatically registered to vote, and the State Election Board will issue them a voter identification card. The bill also grants rulemaking authority to the State Election Board and Service Oklahoma to implement these changes.

Additionally, the bill modifies existing language regarding the voter registration application process. It removes the requirement for individuals to complete a voter registration application in person as part of their driver’s license or state identification card application with a designated representative of Service Oklahoma. Instead, it introduces a new process for automatic registration and pre-registration, streamlining the voter registration process for applicants. The bill is set to take effect on November 1, 2025.
