This bill amends the voter registration process in Oklahoma by introducing new procedures for applicants interacting with Service Oklahoma. It allows individuals applying for a driver license or state identification card to be automatically registered to vote, as well as granting the opportunity for minors over the age of sixteen to pre-register to vote. Upon turning eighteen, these pre-registered individuals will automatically be registered, and the State Election Board will issue them a voter identification card. The bill also grants rulemaking authority to the State Election Board and Service Oklahoma to implement these changes.

The bill modifies existing language in Section 4-103.1 of Title 26 by removing the requirement for in-person voter registration applications to be completed as part of a driver license or state identification card application. Instead, it introduces a new process for automatic voter registration and pre-registration for minors, codified in new sections 4-103.2 and 4-103.3. The effective date for these changes is set for November 1, 2025.
