This bill amends Section 6-122.3 of the Oklahoma Statutes regarding adjunct teachers, specifically addressing certification requirements. It introduces new provisions that allow the State Board of Education to grant rules for adjunct teachers who possess distinguished qualifications in their field, stating that these adjunct teachers will not be required to meet standard certification requirements. However, if an adjunct teacher has been employed full-time by a school district for two consecutive school years, they must obtain or begin the process of obtaining a standard, alternative placement, or emergency certification before starting their third year of employment.
Additionally, the bill mandates that each teacher education institution must report annually to the Oklahoma Commission for Teacher Preparation regarding participation in alternative placement programs. It also stipulates that the Commission will not accredit or renew the accreditation of any teacher education program that has not implemented alternative placement programs in at least four areas of specialization, including mathematics, science, and a foreign language. The act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage and approval.
