The bill amends Section 22-123 of Title 11 of the Oklahoma Statutes to redefine vagrancy and establish procedures for businesses to address the presence of vagrants near their premises. It introduces a definition of "vagrant" as a person who remains in or wanders about a public or private place for illegal purposes. The bill grants business proprietors or managers the authority to contact law enforcement if a vagrant is within twelve feet of their business's doorway, even if the individual is on public property.

Upon law enforcement's arrival, officers are required to determine if the individual meets the newly defined criteria for vagrancy through personal observation or video footage. If the individual is deemed a vagrant, the officer must relocate them to a public property location that is at least half a mile away from the business that initiated the contact, ensuring that the new location is not within a quarter mile of any other business. The bill is set to take effect on November 1, 2025.
