Senate Bill No. 537 amends the existing law regarding vagrancy in Oklahoma. It introduces a definition of "vagrant" as a person who is present in a public or private place for illegal purposes. The bill grants business proprietors or managers the authority to contact law enforcement if a vagrant is within twelve feet of their business's doorway, even if the individual is on public property.

Additionally, the bill outlines the responsibilities of law enforcement upon arrival at the business. Officers are required to determine if the individual meets the definition of a vagrant through observation or video footage. If confirmed, the officer must relocate the vagrant to a public property that is at least half a mile away from the business and not within a quarter mile of any other business. The act is set to take effect on November 1, 2025.
