This bill amends the Oklahoma Cosmetology and Barbering Act to introduce new continuing education requirements for license renewal. Specifically, beginning January 1, 2026, all licensees must provide evidence of completing twelve hours of approved continuing education courses within the 24 months prior to their license renewal or reactivation. The State Board of Cosmetology and Barbering is tasked with establishing rules regarding the subjects included in these continuing education courses, ensuring that licensees cover a specified number of required topics.

Additionally, the bill updates the structure of the license renewal process, including the timeline for applications and the penalties for late renewals. It clarifies that individuals who fail to renew their licenses within the required timeframe can still apply for renewal within five years of expiration, provided they pay the appropriate fees. The bill also mandates that license holders notify the Board of any changes to their mailing address within 30 days. The effective date for these changes is set for November 1, 2025.
