Senate Bill No. 510 amends the minimum salary schedule for certified personnel in Oklahoma public schools, effective from the 2023-2024 school year. The bill updates statutory references and language, and modifies the amount of credit that school districts may grant for certain service. It specifies that certified personnel must receive salaries and/or fringe benefits not less than the amounts outlined in a detailed minimum salary schedule based on years of experience and educational qualifications. Additionally, the bill clarifies that fringe benefits include retirement benefits and outlines the requirements for school districts when providing retirement benefits that may result in salaries below the minimum schedule.
The bill also addresses the recognition of teaching experience from out-of-state and out-of-country schools, stipulating that such experience must be accredited and evaluated by an appropriate credential evaluation service. It limits the credit for military service to a maximum of ten years for state salary increments and five years for retirement purposes. Furthermore, it ensures that teachers employed during the previous school year who were earning above the minimum salary schedule will receive a salary increase based on the new schedule, provided they remain with the same district. The act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage.
