This bill amends Section 1210.545 of the Oklahoma School Testing Program to update the grading system for schools and enhance accountability measures. It modifies the grading scale by removing the previous definitions for grades A, B, C, D, and F, and replaces them with a new system where schools are graded as A (excellent progress), B (satisfactory progress), and C (in need of support). The bill also eliminates the option for virtual charter schools to adopt alternative accountability systems and mandates that academic measures for certain schools include strategies to support learning outside of school, as well as additional measures to improve school-based social support services.

Furthermore, the bill requires the State Board of Education to prepare annual reports detailing student achievement and school performance, which will now include a broader range of indicators such as statewide assessments, graduation rates, and measures to empower parents in supporting their children's education. The legislation emphasizes the importance of community-based support services and mandates that at least 70% of the school grade be based on core academic indicators. The bill is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage.
