This bill amends Section 18 of Title 22 of the Oklahoma Statutes to provide for automatic expungements of certain misdemeanor convictions. Specifically, beginning November 1, 2025, individuals convicted of a nonviolent misdemeanor offense will have their criminal arrest records automatically expunged if at least ten years have passed since the conviction, they have not been convicted of a felony, all fines and restitution have been paid, and no pending charges exist. Additionally, the bill allows individuals to file petitions for expungement even if they are eligible for automatic expungement, and it permits certain agencies to seek orders to unseal records.

The bill also directs the Supreme Court to create necessary rules for implementing these provisions. It clarifies that records expunged under specific categories will be sealed to the public but remain accessible to law enforcement for official purposes. Furthermore, it modifies the definition of "expungement" to include the sealing of public civil records related to the same arrest or occurrence. The effective date for these changes is set for November 1, 2025.
