House Bill No. 1062, introduced by Luttrell, amends existing laws regarding employee licenses for establishments that sell alcoholic beverages. The bill allows individuals who are eighteen years of age and older to open and serve beer and wine from their original containers, as well as serve beer, wine, and spirits from a shaker tin that has been pre-made and mixed by an employee who is at least twenty-one years old. This change expands the responsibilities of younger employees in licensed establishments while maintaining restrictions on those under twenty-one selling spirits.
Additionally, the bill clarifies that employees of special events, caterers (unless catering a mixed beverage-licensed premises), and airline/railroad beverage licensees are not required to obtain an employee license. It also stipulates that hotel employees involved in stocking mini-bars must have an employee license. The bill requires first-time applicants for an employee license to complete a training program approved by the ABLE Commission within fourteen days of initial licensure. The act is set to take effect on November 1, 2025.
