This bill amends Section 2-121 of the Oklahoma Alcoholic Beverage Control Act to allow individuals who are eighteen years of age and older to serve beer and wine from their original containers, as well as spirits from a shaker tin that has been pre-made and mixed by an employee who is at least twenty-one years old. The bill maintains that individuals under twenty-one cannot be employed to sell spirits, but it introduces new provisions that expand the responsibilities of those with employee licenses in establishments that serve alcoholic beverages. Additionally, it clarifies that employees of certain establishments, such as special event caterers and beer distributors, may not need to obtain an employee license under specific conditions.

The bill also stipulates that employees of hotel licensees who handle mini-bar stocking must have an employee license, and it requires first-time applicants for an employee license to complete a training program approved by the ABLE Commission within fourteen days of initial licensure. The bill mandates that proof of training completion be available for inspection by the ABLE Commission. If the ABLE Commission denies an application for an employee license, it is required to notify the applicant's employer at the same time as the applicant. The effective date for this act is set for November 1, 2025.
