Senate Bill No. 354 amends 11 O.S. 2021, Section 14-110, which pertains to the notice and filing of municipal penal ordinance compilations. The bill removes the requirement for municipalities to deposit a permanent volume and each biennial supplement of penal ordinances in the county law libraries of each county where the municipality is located. Instead, it stipulates that the governing body of the municipality must adopt a resolution to notify the public of the publication of these compilations, which must then be filed with the county clerk. The resolution will receive a book and page number, and the compiled ordinances will be available for public purchase at a reasonable price.
Additionally, the bill clarifies that ordinances compiled and filed in accordance with this section will be judicially noticed in court proceedings. It allows courts to consider the book and page reference of the county clerk's filings as satisfactory proof of compliance for taking judicial notice of an ordinance. The act is set to become effective on November 1, 2025.
