Senate Bill No. 344 amends Section 6-108 of Title 37A of the Oklahoma Statutes, which governs retail wine and beer licenses. The bill updates the terminology by replacing "Retail Wine License" and "Retail Beer License" with "retail wine license" and "retail beer license," respectively. It expands the exemptions for offering inducements to consumers in connection with the sale of beer or wine. Specifically, it allows for goods or merchandise included by the manufacturer in packaging with beer or wine, and permits retail packages at a discount for specific professions and current or former members of the U.S. Armed Forces, provided that the discount does not reduce the retail price below a six-percent markup.

Additionally, the bill clarifies that retail wine and retail beer licensees can sell beer and wine at a multiunit discount without being subject to the prohibition on offering inducements. It also stipulates that no retail wine or retail beer licensee shall sell beer or wine prepackaged with other goods at a price greater than the standalone price of the alcoholic beverage. The bill is set to take effect on November 1, 2025.
