This bill amends existing Oklahoma laws to provide specific exemptions for homeless individuals regarding identification cards and certified copies of birth certificates. Under the amendments to 47 O.S. 2021, Section 6-105.3, homeless persons will not be charged a fee for the replacement of a 4-year identification card, provided they submit proof of temporary residence through a social worker or the coordinator of an emergency shelter. Additionally, the bill defines "homeless person" as someone unable to secure permanent, fixed, and stable housing, as determined by a social worker or shelter coordinator. It also stipulates that no more than one 4-year identification card replacement can be provided to a homeless person without a fee.
Furthermore, the bill amends 63 O.S. 2021, Section 1-325, to allow homeless individuals to obtain a certified copy of their birth certificate without a fee, contingent upon a request being submitted through a social worker or emergency shelter coordinator. The request must be made on official letterhead and include necessary identification details. Similar to the identification card provisions, only one certified copy of a birth certificate can be provided to a homeless person without a fee. The bill is set to take effect on November 1, 2025.
