The "Respect for Citizens Act of 2025" establishes that certain driver licenses issued by other states exclusively to undocumented immigrants are deemed invalid in Oklahoma. Specifically, the bill targets licenses that do not require proof of lawful presence in the United States at the time of issuance. These invalid licenses include those that are similar to standard licenses but are marked to indicate that the holder did not provide such proof. Consequently, individuals holding these invalid licenses will not be authorized to operate motor vehicles in Oklahoma.

To enforce this new regulation, law enforcement officers are mandated to issue citations to drivers found operating vehicles with these invalid licenses. Additionally, law enforcement agencies are required to maintain and publish a list of out-of-state driver license classes that are considered invalid in Oklahoma on their websites, ensuring that both residents and visitors are informed of the law. The act is set to take effect on November 1, 2025.
