This bill establishes the School of American Civic Thought and Leadership at the University of Oklahoma, aimed at educating students on the principles of the American political order, responsible leadership, and civic engagement. The school will operate as an academic unit within the university and will be located on the Norman campus. It is authorized to enroll students, hire faculty, develop courses, and facilitate internships, among other activities. An advisory board, composed of six members from the Board of Regents, will oversee the school, with the Provost serving as its chair. The board is tasked with conducting a national search for the school's director by March 31, 2026, and the Provost will appoint the director from the finalists.

The bill also includes provisions for the appointment and removal of the director, the awarding of tenure to faculty, and the use of allocated funds for the school's operation. An annual strategic plan must be submitted by the director to the Provost and advisory board, and an annual report is required to be submitted to key state officials. The bill appropriates $5 million from the General Revenue Fund for the fiscal year ending June 30, 2023, to support the establishment of the school, with an effective date of July 1, 2025, and declares an emergency for immediate implementation.
