The Council will be responsible for data governance, approving data access policies, and ensuring the system's operational readiness by June 30, 2027. The EDS will be funded through state appropriations, federal grants, and other approved sources, with the Commission for Educational Quality and Accountability tasked with implementing the necessary rules. The act is set to take effect on July 1, 2025.
