The system will integrate data from various state agencies, implement identity management capabilities, and support advanced analytics, all while complying with relevant privacy laws such as FERPA.

Additionally, the bill creates the Efficiency Data System Governance Council, responsible for overseeing the EDS's development and operation. The Council will consist of nine voting members from key educational and workforce agencies, along with provisions for non-voting members to provide expertise. The Council will establish data governance policies, approve data-sharing agreements, and ensure the EDS is operational by June 30, 2027. Funding for the EDS will come from state appropriations, federal grants, and other approved sources. The act is set to take effect on July 1, 2025.
