The bill establishes the Oklahoma Education and Workforce Efficiency Data System (EDS), a secure platform designed for the de-identification, exchange, and matching of education and workforce data among approved entities. The system will integrate data from various state agencies, implement identity management capabilities, and support advanced analytics, all while complying with privacy laws such as FERPA. Additionally, the EDS will not serve the same purpose as the state student identification system and will not collect personal data.
To oversee the EDS, the bill creates the Efficiency Data System Governance Council, which will consist of nine voting members from various educational and workforce agencies, along with experts in data privacy and workforce policy. The Council will be responsible for data governance, approving data access policies, and ensuring the EDS is operational by June 30, 2027. Funding for the EDS will come from state appropriations, federal grants, and other sources, with the Commission for Educational Quality and Accountability tasked with implementing the necessary rules. The act is set to take effect on July 1, 2025.
