This bill establishes a new section in the Oklahoma Statutes that authorizes the Oklahoma Medical Marijuana Authority to create a research license aimed at facilitating the collection, analysis, and monitoring of patient-reported outcomes related to medical marijuana use. The bill outlines that licensees will be able to evaluate medical marijuana products and conduct studies, including surveys and data collection, to assess the impact of medical marijuana on various medical conditions. Eligible entities for obtaining this research license include research institutions, health care organizations, licensed cannabis businesses, and private research companies.

Additionally, the bill sets an initial nonrefundable fee of $500 for obtaining a patient-reported outcome research license and mandates the Authority to develop rules concerning the issuance of licenses, application approvals, compliance monitoring, and reporting requirements. The act is set to take effect on November 1, 2025.
