This bill establishes a grant program administered by the Office of Educational Quality and Accountability aimed at assisting individuals with emergency or provisional teaching certificates in obtaining alternative placement teaching certificates. The program will allow school districts to submit applications for grants on behalf of these individuals, with grants awarded annually to up to one thousand applicants on a first-come, first-served basis, contingent on available funding. The grants can be used for preparation and fees related to competency examinations, as well as for professional education requirements.

Additionally, the bill creates the Teacher Certification Emergency to Permanency Revolving Fund, which will be a continuous fund not subject to fiscal year limitations. This fund will consist of state appropriations designated for the grant program and will be used to support the expenditures related to the program. The act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation upon passage and approval.
