The bill also sets fiscal year limitations on the total amount apportioned to counties, gradually increasing the cap from $120 million in fiscal years 2020-2022 to $150 million in fiscal year 2028 and beyond. An emergency clause is included to expedite the bill's implementation, which is set to take effect on July 1, 2025.
