This bill mandates that each school district board of education adopt a policy that prohibits students from using cell phones on campus from the start to the end of the school day, defined as "bell to bell." The policy must include disciplinary procedures for violations and may allow for exceptions, such as emergency use of cell phones or for students monitoring health issues.
Additionally, the bill establishes a grant program through the State Department of Education to support middle and high schools in implementing these policies. Up to $2 million in grant funds will be available for schools to purchase devices or equipment for storing cell phones during the school day. Grant applications will be submitted on a prescribed form and awarded on a first-come, first-served basis, with the possibility for the State Board of Education to contract with vendors to provide state rate pricing for grant recipients. The act is set to take effect on July 1, 2025, and includes an emergency clause for immediate implementation.
