Senate Bill No. 130 mandates the Oklahoma Corporation Commission to initiate a feasibility study on nuclear energy generation within 90 days of the bill's effective date. The study will be conducted by an outside consulting firm exempt from the state procurement process and will evaluate various aspects of nuclear energy, including economic and environmental impacts, workforce utilization, design characteristics, safety criteria, and socioeconomic factors. The findings of the study must be delivered electronically to key state leaders within nine months of the bill's passage.
The bill also includes an appropriation of $375,000 from the General Revenue Fund for the fiscal year ending June 30, 2024, to support the feasibility study. Additionally, if the Corporation Commission cannot hire a consultant within the allocated budget, it is authorized to conduct a notice of inquiry to gather information from stakeholders to help reduce costs. An emergency clause is included, allowing the bill to take effect immediately upon passage and approval.
