Senate Bill No. 130 mandates the Oklahoma Corporation Commission to initiate a feasibility study on nuclear energy generation within 90 days of the bill's effective date. The study will be conducted by an outside consulting firm, which must be well-established in the nuclear industry and is exempt from the state procurement process. The feasibility study will assess various factors, including the economic and environmental impacts of nuclear energy, workforce utilization, design specifications, safety criteria, and socioeconomic factors. The Corporation Commission is also required to collaborate with retail electric suppliers and municipally owned electric utilities to gather relevant information while ensuring the confidentiality of sensitive data.
The findings of the feasibility study must be delivered electronically to key state leaders, including the President Pro Tempore of the Senate, the Speaker of the House, and the Governor, within nine months of the bill's effective date. If the Commission is unable to hire a consultant, it is authorized to conduct a notice of inquiry to gather information from stakeholders to assist in the study. The bill also includes a declaration of emergency, allowing it to take effect immediately upon passage and approval.
