This bill establishes new regulations regarding critical emergency routes in Oklahoma, defining these routes as roads frequently used by first responders and emergency services. It mandates that all roads designated by the Transportation Commission or the Federal Highway Administration as part of the state or National Highway System are automatically classified as critical emergency routes. Additionally, local political subdivisions are empowered to designate other roads as critical emergency routes if they meet the established definition.

The bill also creates a misdemeanor offense for individuals who willfully obstruct or damage these critical emergency routes, with penalties of up to $500. Furthermore, it prohibits railroads from blocking vehicle traffic at intersections with designated critical emergency routes and requires immediate notification to the Department of Public Safety in the event of emergencies that cause such blockages.
