This bill amends Section 1711 of Title 69 of the Oklahoma Statutes to exempt certain individuals from tolls on turnpikes. Specifically, it provides free use of turnpike projects for veterans who have a 100% disability and are driving a privately owned, noncommercial vehicle, as well as law enforcement officers performing their official duties. The bill also updates statutory language and includes provisions for the Oklahoma Turnpike Authority to contract with various entities for the use of turnpike rights-of-way and to set tolls that ensure sufficient revenue for maintenance and bond obligations.
Additionally, the bill mandates that the Authority must not discriminate in setting tolls and charges and requires the promulgation of rules necessary for implementing these provisions. It also stipulates that any person leasing or controlling gas stations or similar establishments must have been a resident or doing business in Oklahoma for the past five years. The effective date for this act is set for November 1, 2025.
