Specifically, it allows veterans with a 100% disability, who are driving a privately owned noncommercial vehicle, and law enforcement officers performing official duties to use turnpikes without charge. The bill also updates statutory language and includes provisions for the Oklahoma Turnpike Authority to contract with various entities for the use of turnpike properties, while ensuring that tolls are set to cover maintenance and bond obligations.

Additionally, the bill mandates that the Authority cannot discriminate in setting tolls and requires the promulgation of rules to implement these provisions. It specifies that any person leasing or controlling gas stations or similar establishments must have been a resident or doing business in Oklahoma for the past five years. The act is set to take effect on November 1, 2025.
