The bill amends Oklahoma law to update terminology and definitions related to child sexual abuse material and child abuse. It replaces the term "pornography" with "sexual abuse material" and clarifies the definitions of child abuse, child neglect, and child sexual abuse. New definitions are introduced for "enabling child sexual abuse" and "enabling child sexual exploitation," which detail the responsibilities of caregivers. The bill aims to enhance the legal framework surrounding the protection of minors and the accountability of those who exploit or abuse them.

Additionally, the bill modifies penalties for individuals convicted of child abuse and related offenses, imposing severe consequences such as life imprisonment and substantial fines for those who engage in or enable such acts. It establishes that possessing 100 or more separate visual depictions of sexual abuse material constitutes aggravated possession, also punishable by life imprisonment and a fine of up to $10,000. Individuals convicted under this law will be required to register as sex offenders. The changes are set to take effect on November 1, 2025.
