This bill establishes new provisions for the Oklahoma State Bureau of Investigation (OSBI) in response to mass casualty events. It defines a "mass casualty event" as an incident resulting in at least three injured individuals, requiring more emergency resources than typically available, and causing a sudden influx of individuals needing emergency services. The OSBI is authorized to respond to such events caused by violent crimes without needing a request from local law enforcement and is empowered to coordinate with them during the response.
Additionally, the bill creates the Mass Casualty Revolving Fund within the State Treasury, which will be a continuous fund not subject to fiscal year limitations. This fund will consist of all monies received by the OSBI for investigating mass casualty events, including legislative appropriations and federal grants. The funds can be budgeted and expended by the OSBI for the purposes outlined in the bill, with expenditures made upon warrants issued by the State Treasurer. The act is set to take effect on November 1, 2025.
