Bill No. 31, known as the Oklahoma National Guard CareerTech Assistance Act, establishes a program to provide tuition assistance to eligible members of the Oklahoma National Guard who enroll in technology center schools. The program will offer financial support equivalent to the tuition for career and technology programs leading to certification or licensure, with a maximum duration of three years. Eligibility requirements include having at least one year remaining on their enlistment contract, maintaining good academic standing, and agreeing to serve actively in the National Guard for at least 24 months after receiving assistance. The bill also outlines the application process, which requires confirmation of eligibility by the member's commander.

Additionally, the bill creates the Oklahoma National Guard CareerTech Assistance Revolving Fund, which will be used to finance the assistance program. This fund will consist of state appropriations and will not be subject to fiscal year limitations, allowing for continuous funding. Expenditures from the fund will be managed by the State Board of Career and Technology Education. The act is set to take effect on July 1, 2025, and includes provisions for an emergency declaration to ensure its immediate implementation upon passage.
