This bill establishes new regulations for school districts and charter schools regarding the materials available in their libraries. By October 1, 2025, each school must submit a complete listing of all books and materials in their libraries to the State Department of Education, with the option to provide an attestation that their online catalogs are accurate. The bill prohibits the presence of pornographic materials and sexualized content in school libraries for students under eighteen. Additionally, it mandates that each school district and charter school develop a written policy for reviewing the suitability of library materials and addressing complaints.

The bill also outlines a process for parents or guardians to report suspected violations of these provisions. Upon receiving a report, the State Department of Education must notify the relevant school and conduct an investigation within fourteen business days. If a violation is confirmed, the school has fourteen business days to request a hearing with the State Board of Education, which will determine if the school should be reported as deficient in its accreditation. Noncompliance with the regulations could result in a five percent reduction in state funding for the following fiscal year. The bill is set to take effect on July 1, 2025, and includes provisions for the State Board of Education to create rules for its implementation.
