House Bill No. 1010, known as the "Presidential Preferential Primary Modernization Act of 2025," aims to amend existing election laws regarding the certification of candidates and delegate voting in presidential primaries. The bill directs the Secretary of the State Election Board to calculate and invoice political parties for costs incurred by the state for including candidates on the Presidential Preferential Primary ballot. This invoice must include a detailed accounting of all related expenses, and political parties are required to remit payment within 90 days. Failure to do so will result in the ineligibility of that party's candidates to appear on the ballot in the subsequent primary.

Additionally, the bill introduces a process for political parties to appeal the invoiced amount if they dispute it, allowing them to file a written appeal within 30 days of receiving the invoice. The State Election Board is tasked with conducting necessary hearings or reviews and must issue a decision within 60 days of the appeal. The act is set to take effect on November 1, 2025.
