Bill No. 1005 amends Section 7-114 of Title 26 of the Oklahoma Statutes to establish new proof of identity requirements for voters. Under the amended law, individuals must present a document that includes their name, a photograph, and an expiration date after the election date. Notably, for elections held before January 1, 2027, a voter identification card issued by the county election board can serve as proof of identity without meeting certain requirements. However, starting January 1, 2027, all voters must present identification that meets the specified criteria. Additionally, Service Oklahoma is tasked with developing a photo identification card that meets these requirements, which will be provided free of charge to registered voters.

The bill also outlines procedures for voters who are unable to produce proof of identity, allowing them to cast a provisional ballot by signing an affidavit. The provisional ballot will only be counted if specific conditions regarding the voter's information are met. Furthermore, the bill includes a provision that false swearing under oath is punishable as a felony. The Secretary of the State Election Board and the Chief Executive Officer of Service Oklahoma are required to create rules and procedures to implement these changes. The act is set to take effect on November 1, 2025.
