7 A Resolution relating to the World Health
7 Organization, the United Nations and the World
8 Economic Forum; expressing intent with regard to
8 policies of state and local government.

11 WHEREAS, the State of Oklahoma is a sovereign governmental
11
12 entity and through its elected officials, including the members of
12
13 the Oklahoma House of Representatives is the appropriate entity to
13
14 make law and policy for the people of the State of Oklahoma; and
14
15 WHEREAS, the political subdivisions of the State of Oklahoma are
15
16 legally constituted pursuant to the authority of the Oklahoma
16
17 Constitution and the Oklahoma Statutes and each such entity has a
17
18 governing board equally capable of making decisions related to the
18
19 health and welfare of the people of the State of Oklahoma; and
19
20 WHEREAS, the World Health Organization, the United Nations and
20
21 the World Economic Forum are not government entities and do not have
21
22 any authority to make law or policy that impacts the lives of the
22
23 people of the State of Oklahoma; and

1 WHEREAS, the people of the State of Oklahoma have fundamental

2 rights which should not be subject to the influence of
2
3 nongovernmental entities such as the World Health Organization, the
3
4 United Nations or the World Economic Forum.

5 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES
5
6 OF THE 2ND SESSION OF THE 59TH OKLAHOMA LEGISLATURE:

7 THAT the World Health Organization, the United Nations and the
7
8 World Economic Forum should have no jurisdiction in the State of
8
9 Oklahoma.

10 THAT the state and its political subdivisions, including, but
10
11 not limited to counties, cities, towns, precincts, water districts,
11
12 school districts, school administrative units, or quasi-public
12
13 entities, should not engage in the enforcement of, or any
13
14 collaboration with the enforcement of, any requirements,
14
15 instructions, mandates, recommendations, or guidance provided by the
15
16 World Health Organization, the United Nations or the World Economic
16
17 Forum.

18 THAT any mandates, recommendations, instructions, communications
18
19 or guidance issued by the World Health Organization, the United
19
20 Nations or the World Economic Forum should not be used in this state
20
21 as a basis for action, nor to direct, order or otherwise impose,
21
22 contrary to the constitution and laws of the State of Oklahoma any
22
23 requirements whatsoever, including those for masks, vaccines or
23
24 medical testing, or gather any public or private information about

1 the state's citizens or residents, and shall have no force or effect
1
2 in the State of Oklahoma.
