7 A Resolution designating April 17, 2024, as the 25th
7 Annual 4-H Day at the Capitol.

11 WHEREAS, the youth of Oklahoma and the nation represent the
11
12 future, and their development is paramount to the well-being and
12
13 prosperity of communities across the country; and
13
14 WHEREAS, for a quarter of a century, this annual celebration of
14
15 4-H Day at the Capitol provides an opportunity for club members to
15
16 share their 4-H stories with state leaders; and
16
17 WHEREAS, 4-H is the youth development component of the Oklahoma
17
18 State University Extension geared toward young people ages 5 to 19;
18
19 and
19
20 WHEREAS, for nearly 120 years, 4-H has helped thousands of club
20
21 members develop life skills such as leadership, decision-making,
21
22 time management and civic engagement; and
22
23 WHEREAS, programming in 4-H is changing continually to meet the
23
24 needs of today's youth; and

 1 WHEREAS, the Oklahoma 4-H Youth Development Program reinforces
1
2 the learn-by-doing philosophy through hands-on, experiential
2
3 learning opportunities; and
3
4 WHEREAS, 4-H reaches more than 175,850 participants each year
4
5 through membership, project clubs and school enrichment; and
5
6 WHEREAS, OSU Extension and Langston University 4-Hers
6
7 participate in STEM, civic engagement, healthy living, leisure
7
8 sciences, natural resources and agriculture programs; and
8
9 WHEREAS, dedicated and committed volunteers, mentors and
9
10 supporters play a pivotal role in the success of the organization;
10
11 and
11
12 WHEREAS, youth who participate in 4-H are four times more likely
12
13 to make contributions to their communities; and
13
14 WHEREAS, there are nearly 1,200 adult volunteer leaders who
14
15 serve as mentors and provide leadership while fostering positive
15
16 adult/youth partnerships; and
16
17 WHEREAS, there are more than 400 youth volunteers who develop
17
18 life skills by serving as mentors/role models and provide leadership
18
19 to club members; and
19
20 WHEREAS, 4-H provides programming beyond traditional
20
21 agricultural projects, including food and nutrition, horticulture,
21
22 photography, robotics, community development, companion animals and
22
23 more; and

 1 WHEREAS, youth participating in 4-H are encouraged to share with
1
2 state leaders how 4-H is making communities better through project
2
3 work and service learning activities; and
3
4 WHEREAS, adult volunteer leaders and club members combined
4
5 annually contribute more than 100,000 volunteer hours to the
5
6 betterment of Oklahoma; and
6
7 WHEREAS, 4-H members continue to work together and follow the
7
8 motto to "Make the Best Better" in all that they do; and
8
9 WHEREAS, the annual Oklahoma 4-H Day at the Capitol provides an
9
10 opportunity to share with state leaders the positive impact they
10
11 have on their communities, counties and state.

12 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES
12
13 OF THE 2ND SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
13
14 THAT the Oklahoma House of Representatives hereby proclaims
14
15 April 17, 2024, as the 25th Annual 4-H Day at the Capitol in
15
16 Oklahoma, celebrating youth who have made an impact on the community
16
17 and who are stepping up to the challenges of a complex and changing
17
18 world, and continuing to share the positive impact Oklahoma 4-H has
18
19 on our youth, our communities and our state because "We Are Oklahoma
19
20 4-H".
