7 A Resolution sending heartfelt remembrances to the
7 families, friends, and neighbors of those killed in
8 the terrorist bombing of the Alfred P. Murrah Federal
8 Building and to those injured in the bombing;
9 expressing gratitude to those who answered the call
9 for help; and directing distribution.

13 WHEREAS, on April 19, 1995, at 9:02 a.m., a terrorist bomb
13
14 ripped apart the Alfred P. Murrah Federal Building in Oklahoma City;
14
15 and
15
16 WHEREAS, this was one of the worst terrorist attacks to occur on
16
17 United States soil, taking the lives of 168 people and injuring more
17
18 than 850 others, many of them United States government employees who
18
19 worked in the Alfred P. Murrah Federal Building; and
19
20 WHEREAS, this cowardly act of domestic terrorism directly
20
21 affected thousands of families and horrified millions of people
21
22 across the state and across the nation; and
22
23 WHEREAS, the people of Oklahoma and the United States responded
23
24 to this tragedy through the remarkable efforts of local, state, and

1 federal law enforcement personnel, firefighters, search and rescue
1
2 teams, public and private medical personnel, other emergency
2
3 services personnel, and thousands of volunteers from the community
3
4 who saved lives, assisted the injured and wounded, comforted the
4
5 bereaved, and provided meals and support to those who came to
5
6 Oklahoma City to offer assistance; and
6
7 WHEREAS, this courageous response set what has come to be known
7
8 as the "Oklahoma Standard", which was later emulated by many
8
9 Americans following the terrorist attacks of September 11, 2001; and
9
10 WHEREAS, following the 1995 attack, the people of Oklahoma and
10
11 the United States pledged to build and maintain a permanent national
11
12 memorial to remember those who were killed, those who survived, and
12
13 those changed forever; and
13
14 WHEREAS, this pledge was fulfilled by establishing the Oklahoma
14
15 City National Memorial, which draws hundreds of thousands of
15
16 visitors from around the world every year to the site of the attack;
16
17 and
17
18 WHEREAS, the inscription on the wall of the Oklahoma City
18
19 National Memorial reads: "We come here to remember those who were
19
20 killed, those who survived and those changed forever. May all who
20
21 leave here know the impact of violence. May this memorial offer
21
22 comfort, strength, peace, hope and serenity."; and
22
23 WHEREAS, the Alfred P. Murrah Federal Building has been replaced
23
24 with a new, safe, secure, and functional federal building in
24

1 downtown Oklahoma City that houses many of the offices once housed

2 in the Alfred P. Murrah Federal Building, sending a message that the
2
3 people and government of the United States will not be cowed by
3
4 terrorists; and
4
5 WHEREAS, the 29th anniversary of the terrorist bombing of the
5
6 Alfred P. Murrah Federal Building is April 19, 2024.

7 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES

8 OF THE 2ND SESSION OF THE 59TH OKLAHOMA LEGISLATURE:

9 THAT the Oklahoma House of Representatives sends its heartfelt
9
10 remembrances to the families, friends, and neighbors of the 168
10
11 people killed in the terrorist bombing of the Alfred P. Murrah
11
12 Federal Building in Oklahoma City.
12
13 THAT the Oklahoma House of Representatives sends its heartfelt
13
14 remembrances to those injured in the bombing and expresses gratitude
14
15 to the thousands of first responders, rescue workers, medical
15
16 personnel, and volunteers from the community and across the nation
16
17 who answered the call for help on the morning of the attack and in
17
18 the days and weeks thereafter.

19 THAT a copy of this resolution be sent to Kari Watkins,
19
20 Executive Director of the Oklahoma City National Memorial and
20
21 Museum.
