8 AS INTRODUCED
8
9 A Concurrent Resolution encouraging further economic
9 ties and friendship between the State of Oklahoma and
10 Taiwan; and directing distribution.

12 WHEREAS, the longstanding bonds of friendship, economic ties,
12
13 and bonds of friendship between the United States and Taiwan,
13
14 embodied in the Taiwan Relations Act, continue to yield important
14
15 economic, social, strategic, and cultural benefits; and
15
16 WHEREAS, Taiwan ranks as the United States’ eighth-largest
16
17 trading partner with bilateral trade reaching $166 billion, the
17
18 thirteenth-largest goods export market of the United States, and the
18
19 sixth-largest export market for United States agricultural products;
19
20 and
20
21 WHEREAS, the robust United States-Taiwan trade and investment
21
22 partnership provides a solid foundation for a mutually beneficial
22
23 bilateral trade agreement to spur job creation, expand the global
23
24 market, and secure international supply chains; and

1 WHEREAS, Taiwan is committed to helping address global

2 challenges, from humanitarian crises to nontraditional security
2
3 threats and pandemic prevention; and
3
4 WHEREAS, Taiwanese officials and civil society groups partner
4
5 with the United States on a range of issues to promote shared values
5
6 of freedom, democracy, and human rights; and
6
7 WHEREAS, since 1980, Oklahoma and Taiwan have maintained a
7
8 sister-state relationship and enjoy particularly close economic
8
9 ties; Taiwan is Oklahoma’s tenth-largest export partner in Asia with
9
10 over $37 million in goods and services exported to Taiwan in 2023;
10
11 and the establishment of an Oklahoma Trade and Investment Office in
11
12 Taiwan could enhance the participation of small- and medium-sized
12
13 enterprises in trade and investment; and
13
14 WHEREAS, given the important role Taiwan plays in global
14
15 aviation security, Taiwan’s participation in the International Civil
15
16 Aviation Organization (ICAO) would help develop a global aviation
16
17 safety network and address vital issues such as the unilateral
17
18 adjustment of flight routes in the Taiwan Strait like the M503; and
18
19 WHEREAS, Oklahoma and the United States have benefited
19
20 immeasurably through decades of unwavering friendship with Taiwan,
20
21 and the wider world is sure to reap tremendous rewards as Taiwan
21
22 works to enhance its presence in the international community.

1 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 2ND SESSION

2 OF THE 59TH OKLAHOMA LEGISLATURE, THE HOUSE OF REPRESENTATIVES

3 CONCURRING THEREIN:
3
4 THAT the Oklahoma State Legislature expresses support for
4
5 strengthening its partnership with Taiwan, for the expansion of
5
6 Taiwan’s role on the global stage, and for its efforts to preserve
6
7 peace and stability in the Taiwan Strait through meaningful
7
8 dialogue.
8
9 THAT the Oklahoma State Legislature supports a tax agreement
9
10 between the United States and Taiwan and supports Taiwan’s
10
11 meaningful participation in international organizations like the
11
12 Indo-Pacific Economic Framework for Prosperity (IPEF), International
12
13 Civil Aviation Organization, International Criminal Police
13
14 Organization, and many others.
14
15 THAT the Oklahoma State Legislature celebrates the 45th
15
16 anniversary of the Taiwan Relations Act and the 44th anniversary of
16
17 the sister-state relationship between the State of Oklahoma and
17
18 Taiwan.
18
19 THAT a copy of this resolution be furnished to the Taipei
19
20 Economic and Cultural Office in Houston.
